Dr. Leung obtained his Bachelor of Science in Zoology in 1986, followed by a Doctor of Philosophy in Marine Biology in 1992, both from The University of Hong Kong. His passion for marine ecology propelled him into a flourishing career with the government, beginning as a Fisheries Officer in the Agriculture, Fisheries and Conservation Department in 1991. Demonstrating exceptional leadership and expertise, Dr. Leung ascended through the ranks, achieving positions including Senior Fisheries Officer, Assistant Director, Deputy Director, and ultimately, Director of Agriculture, Fisheries and Conservation by 2015. In his tenure, he was instrumental in advancing sustainable agriculture and fisheries, animal disease control, animal welfare, environmental conservation, and the management of protected areas. Dr. Leung's commitment to ecological stewardship culminated in a legacy of impactful service upon his retirement in 2024.
